Applicants will be assessed on their education, training, knowledge, skill and experience (K.S.E.). Due consideration will be given to those who are qualified only by practical experience. There are many people who, through no fault of their own, have not had the opportunity to gain academic qualifications during their careers. These people may also apply for membership based on their own individual merits, practical experience and position.

Earn a UK QUALIFICATION from THE OXFORD CENTER FOR LEADERSHIP, UNITED KINGDOM Distance learning programme designed for working professionals and students by THE OXFORD CENTER FOR LEADERSHIP, AFRICA.
Some of OXCEL’s programmes are offered jointly with an overseas degree award conferred by European-American University.
The facility of a modular payment plan is offered for those who prefer this method, but this is the only available fee concession. There is no scholarship or bursary scheme, since we prefer to keep fees at an affordable rate for all. A wide range of external organizations offer financial help, often in the form of loans, to candidates whose fees are not paid by an employer or sponsor and who are not able to fund themselves.
Although fees are subject to change without notice, it is our policy not to increase fees for students already enrolled on a programme.
Programme Fees
Fees are given in UK Pounds Sterling (GB£). We can also accept payment in US Dollars or Euros, and some other currencies by arrangement.
1. Certificate of OXCEL – £550 (DOLLAR EQUIVALENT)
Who should join?
Professionals at junior level.
Admission criteria
A minimum of one year of relevant work experience.
OXCEL Assessment
Candidates must complete work-based assignments on 3 of the 9 leadership qualities, plus a project paper of 1,500 words.
Who should join?
Team leaders, supervisors, executives.
Admission criteria
A certificate from a recognized body or a minimum of 3 years of relevant work experience.
OXCEL Assessment
Candidates must demonstrate achievement on 6 of the 9 leadership qualities at the Associate Diploma level in their Achievement Portfolio.
Who should join?
Senior executives, managers, entrepreneurs.
Admission criteria
A Diploma from a recognized institution or a minimum of 5 years of relevant work experience.
OXCEL Assessment
Candidates must demonstrate achievement of 6 of the 9 leadership qualities at the Graduate Diploma level in their Achievement Portfolio.
4. Postgraduate Diploma of OXCEL – £3,500 (DOLLAR EQUIVALENT) - includes joint award of MBA Degree of European-American University
Who should join?
Candidates at executive leadership positions.
Admission criteria
A Bachelor’s degree, the Graduate Diploma of OXCEL, or equivalent award from a recognized institution or a minimum of 10 years relevant work experience.
OXCEL Assessment
Candidates must demonstrate achievement of 6 of the 9 leadership qualities at the Postgraduate Diploma level in their Achievement Portfolio.
Who should join?
Candidates in senior leadership positions.
Admission criteria
A Master’s degree, the Postgraduate Diploma of OXCEL, or an equivalent award from a recognized institution or a minimum of 20 years relevant work experience.
OXCEL Assessment
Candidates must demonstrate achievement of 6 of the 9 leadership qualities at the Fellow Diploma level in their Achievement Portfolio.
Candidates must submit a 20,000 word project paper describing the future strategic leadership objectives of their institution from the perspective of a CEO.
The programme fees do not include the following: the purchase or hire of books or other resource materials; the cost of printing and binding written work; any ancillary costs such as postage or telephone/internet contact which may be incurred during the programme; additional copies of graduation documentation (including replacement of lost documentation) or any other letter issued by OXCEL; the supply of Apostilles.
The programme fees also do not include attendance at any event, such as lectures, CPD seminars, conferences or awards ceremonies. Where these are made available in a candidate’s region (and they may not always be available), they will always be subject to separate, additional costs. Similarly, candidates are responsible for all fees involved in participating in third party events that are then assessed for credit in the programme. No attendance at any event is required to complete an OXCEL certification because there are alternative means of fulfilling the diploma requirements through project papers and extended essays, as well as through APEL – the accreditation of prior experiential and certificated learning for experienced candidates.
Students should budget separately for these costs. There are extra fees applicable for dual degree programmes for graduates of European-American University who wish to continue to a degree validated by one of European-American University’s partner institutions. These fees are obtainable from the University.
If a candidate fails to respond to contact from their mentor and the administration for a period of thirty days, they will be de-matriculated. Re-matriculation is possible but carries a fee of £120.
No candidate may graduate from OXCEL until all applicable fees have been received.
Embassy legalization/Apostille
It is possible in some cases to arrange for Embassy legalization/Apostille for degree documentation. This service is only required in certain countries. We do not provide this service itself but can suggest third party providers with whom the graduate can contract on their own initiative and at their own expense. However, intending purchasers should note that this can be a very expensive process.
After this period, with the exception of arrangements for students on modular payment plans as detailed above, there is no obligation for us to offer any refund and any arrangements that may be entered into are entirely on a discretionary basis.
OXCEL was founded as an independent professional leadership organization in the City of Oxford, United Kingdom, in 1999 with the OXCEL name being derived from the title OXford CEntre for Leadership. The founders envisioned an international organization that would bring together leaders in business, the public sector and voluntary service. Having established a strong and dynamic presence in South-East Asia in the early years of the twenty-first century, OXCEL quickly expanded and incorporated both in the United Kingdom and overseas. Growth was particularly strong in Malaysia, where OXCEL’s success led to the involvement of many leading individuals in major organizations who qualified through the OXCEL Certification Programme. In addition, OXCEL established representative branches in Indonesia, Cambodia, the People’s Republic of China and Bahrain.
The heart of OXCEL’s activity has always been in educating and assessing leaders. The Certification Programme is the most visible aspect of this. In the past, seminars featuring leading business speakers have been organized both conventionally and also under the brand “Global Learning Café” which offered delegates an immersive cultural experience with exposure not only to learning experiences but to art, music and food.
OXCEL does not have its own campus, but operates via distance and blended learning at locations internationally, hiring or renting premises as is necessary to conduct seminars, lectures and events. OXCEL’s administration in the United Kingdom handles our mail and routes communications to officers as necessary. OXCEL Asia-Pacific maintains its office in Kuala Lumpur. OXCEL is managed by its Advisory Council.

Award and graduation ceremonies in exclusive venues in the United Kingdom, continental Europe and Malaysia have been a regular feature of OXCEL’s work, often with several ceremonies each year. OXCEL Certifications and Awards are presented at these splendid events and delegates have the opportunity to experience the unique culture of a historic global city. From 2008 onwards, OXCEL developed a close partnership with European-American University (Bunyoro-Kitara (Uganda), Florida (USA), France) and evolved a popular dual award scheme with the University which continues today.
Between 2011 and 2013, OXCEL was rebranded as the Oxford Centre for Excellence (OXCELL) which was incorporated in Malaysia, and until 2013 it also held membership of the European Council for Business Education, hosting several events which were attended by officers of that organization.
Following the death of the founder and President of OXCEL, Dr Saiful Bahri Musa, in December 2013, the OXCEL organization was re-established by a group of educationalists who had formerly been closely involved with its operation. Today, OXCEL continues to offer a distinctive and inspiring vision to the leadership community of tomorrow.
